99/Regular/Full-TimeIncumbent is primarily responsible for preservation, protection and enhancement of Treaty reserved resources throughout the zone of influence of the Yakama Nation.
This includes the coordination of Yakama Nation Fisheries (YNF) Environmental branch and staff.
The coordination include, but is not limited to:
addressing impacts to the environment by industrial and energy infrastructure and development; pollution to our water, ground, and air; and climate change.
Analyzes, reports, and seeks policy guidance on proposed legislation and regulatory statutes that may had deleterious impacts to the environment and important tribal resources.
Assists our lobbyist with identification, analysis, modification, and policy support of legislation and funding that provide environmental benefits on the state and federal level.
Work requires high-level skills in data management, statistical analysis, process modeling, communication, and collaboration within groups having diverse resource interests.
Incumbent participates in developing and implementation of protection and mitigation plans to address various environmental impacts including the YN Climate Action Plan.
Represents management goals, interests and rights of the Yakama Nation in technical forums.
Maintains a strong stance towards protection of and access to Treaty resource gathering location of public lands.
Examples of Work Performed:
Provides oversight and coordination of YN Fisheries Environmental staff and activities.
Assist in identification, coordination, and technical review of regional environmental impacts to YN treaty resources that include fish, wildlife, native plants, and other cultural resources.
Advises Yakama Nation policies and leadership on environmental impacts and environmental justice issues.
Attends meetings with various state and federal agencies regarding the development, protection and enhancement of aquatic habitat.
Provides Tribal Attorney with expert testimony in environmental protection cases required for the protection of the fisheries resource.
Attends meetings with Tribal, State, and Private Entities to develop protection, research and enhancement plans on lands affected by development.
Conducts reviews and provides comments on current compliance with Natural resource laws and regulatory provisions in the Treaty Territory of the Yakama Nation.
This includes review of SEPA and NEPA documents and Corps of Engineers permits for proposed developments which could potentially affect marine, estuarine and freshwater fish habitat.
Coordinates with other staff and agencies to engage in green energy and climate change issues throughout the zone of influence of the tribe.
Attends meetings with other governmental entities to develop and exchange technical information.
Works with local governments to coordinate review and comment on SMP and GMA documents.
Organizes and facilitates meetings with the U.
S.
Forest Service to maintain and develop MOUs that highlight treaty reserved rights and benefit the interests of the Yakama Nation.
Provides testimony at various public hearings to present Tribal policy on Fisheries issues.
Works with various state and Federal agencies throughout the Columbia Basin and Northwest to ensure established instream flows and habitat requirements are met.
Presents testimony to Federal, State and public groups concerning fish enhancement activities.
Advises YN Fisheries and outside agencies on the use of Traditional Ecological knowledge specific duties.
Responsible for providing guidance and advice to Biologists and Technicians as well as reviewing and evaluating their work:
responsible for personnel and administrative duties associated with these supervised personnel.
Assists with youth outreach and education.
Abide by Yakama Nation Rules and Regulations.
Knowledge, Skills and Abilities:
Knowledge of professional fish conservation principles, practices and theories.
Knowledge of the impacts of various environmental impacts from agricultural, industrial, recreational, and Energy development, including green energy and hydro system operations.
Knowledge of Tribal, State and Federal policies, procedures and regulations pertaining to Fish Resources Management.
Knowledge of Fisheries Environmental Management practices.
Knowledge of Tribal fishing rights within the Columbia Basin and related water resources of Columbia Basin tributaries.
Knowledge of the environmental protection laws available in the Columbia Basin including the Endangered Species Act, the Clean Water Act and state laws.
Knowledge of Federal Natural Resource Management Laws.
Knowledge of Washington State Shoreline Management Act, Growth Management Act, SEPA and NEPA requirements.
Knowledge of Yakama Nation Natural Resource Management and administrative policies.
Knowledge of general computer proficiency in word processing, spreadsheets, and commonly used scientific software.
Ability to express ideas effectively in public presentation and writing.
Ability to develop management and supervisory skills.
Ability to relate technical/scientific data to Tribal Community members, Fisheries staff and the ability to relate Yakama Nation concerns to representative of other agencies, especially State and Federal regulatory agencies and the general public.
Ability to express sensitivity to Yakama Nation cultural values and the relationship of those values to Yakama Nation management activities.
Ability to exercise tact and be aware of the need to maintain working relations with representatives of cooperating state and federal agencies and local governments.
Ability to perform job duties with latitude for independent judgment and action.
Minimum Requirements:
Requires a PhD in Fisheries Science, Biology, or closely related field.
Eight years of relevant work experience relating to hydroelectric projects.
Requires a strong background in fisheries science with emphasis in data analysis and fish management relative to hydro-system operations.
Must demonstrate an understanding of the com-management relationship and respective authorities of the Tribal, state and federal fishery managers within the Columbia Basin.
Must be able to provide resume indicating past work experience with these and other entities involved in fishery and environmental resource protection.
Must demonstrate and express a self-motivated and positive approach to identifying and completing the activities necessary to perform the work associated with this position.
Required to pass pre-employment drug test.
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving Permit.

TRAINEE:
The Yakama Nation reserves the right to practice Indian Preference by selecting an Indian applicant as a trainee at a reduced pay rate than announced.
A training plan is developed to assist employee to reach required qualification requirements and performance level.
After completing training plan, work performance will be evaluated.
Upon satisfying qualification requirements, employee will obtain entry level pay.
INDIAN PREFERENCE:
In efforts to practice Self-Determination, the Yakama Nation grants Indian Preference for employment, promotions, and transfers to its employees and qualified applicants as appropriate.
This may limit career opportunities for non-Indian applicants and candidates.
Preference for employment will be granted to qualified individuals meeting minimal qualification criteria in the following order pursuant to the YN Personnel Policy Manual Section 2.
